Building an NTIA to Meet This Historic Moment

At NTIA, tech policy is what we do. From connecting everyone in America to the Internet, to managing federal airwaves, to crafting policy for emerging innovations like artificial intelligence systems, our goal is to make sure important technologies are developed in the service of people and progress. To help reach that goal, I’m pleased to announce key additions to our leadership team:

Shiva Goel will join the Office of the Assistant Secretary as Senior Advisor for Spectrum Policy. He joins NTIA from the Federal Communications Commission, where he served as Legal Advisor to Commissioner Geoffrey Starks.
Francella Ochillo joins NTIA as Director of Public Engagement. Ochillo is a technology policy expert who specializes in promoting digital citizenship. She comes to NTIA from Georgetown University, where she served as a Technology and Society Fellow.

These additions are the latest in a series of moves in recent months to bolster our senior staff. We continue to seek top-flight candidates for other leadership roles, including a new Chief Financial Officer/Director of Administration, Associate Administrator/Laboratory Director for our Institute for Telecommunication Sciences in Colorado, and Deputy Associate Administrator for Spectrum Management. These and other key hires continue to prepare NTIA to build a better-connected world now and in the future.

Opening Remarks from Alan Davidson Assistant Secretary of Commerce for Communications and Information

The National Telecommunications and Information Administration (NTIA) is thrilled to share details and answer questions about the launch of the first round of funding from our $1.5 billion Public Wireless Supply Chain Innovation Fund. The Public Wireless Supply Chain Innovation Fund will allow us to invest in the next-generation of wireless innovation to unlock opportunities for new and emerging companies. It’s a long project – it will take a decade or more – and to get there, we need your help. Out of the 200 attendees heard at the first public session for the Wireless Innovation Fund, we heard that testing, evaluation, research, and development are going to be critical if we're going to catalyze new approaches to wireless networks. 76% of the respondents to our request for comments in this space cited the need to prioritize testing. And nearly 70% said we need to invest in security. And so our first Notice of Funding Opportunity responds to that input in a few important ways. First, we focus on the testing and evaluation of open and interoperable networks. This includes expanding industry-accepted testing and evaluation activities to assess these networks; developing new or improved testing methodologies to validate them, and addressing specific wireless testing needs. Second, is the emphasis on security. Research and development should make sure to minimize network risk, build trust and mitigate potential vulnerabilities. And finally, we are extending eligibility to international applicants as a result of the feedback we received. In closing, we believe that open and interoperable networks are the way of the future. Our Wireless Innovation Fund will help put the US and its partners at the forefront of that innovation.

6G: Open and Resilient by Design

I look forward to discussing 6G and how we can work with our partners to promote open, interoperable, secure, and reliable approaches to this technology. 6G will be the next step in the evolution and revolution of mobile data. To start, 6G will be deployed at a time when mobile connectivity has become centrally important in our daily lives. But in a 6G world, our phones may not be the most important device we carry. The possibility of ubiquitous connectivity with 6G could enable the ability to sense the environment, people, and objects. Another key aspect of 6G is network virtualization and openness, which presents incredible possibilities including:

Maximizing the use of artificial intelligence and machine learning throughout the network stack.
Facilitating ubiquitous coverage, including the most hard-to-reach areas, and providing the user with a seamless connectivity experience.
Reduced power consumption and increased energy efficiency.

At the National Telecommunications and Information Administration (NTIA), we are excited to help usher in this virtualization and openness through our $1.5 billion Public Wireless Supply Chain Innovation Fund. This fund will support both 5G and 6G by spurring the development of open, interoperable, and standards-based networks.
